Hell, if we can let another city take those gems, we can drop those grass hills and work an extra specialist. Plus S13 is easier than S14.

I think the earliest we can reasonably prioritize it though is by whipping a settler in Horse Feathers after it's produced a Hindu missionary for Seven Tribes on T100. We can't delay that missionary without delaying Hanging Gardens. Whipping a settler out of HF might delay our Moai/HE plans for the city but hopefully not that much - building Moai will probably involve whipping for overflow anyway, so we can compromise by 3-whipping a settler with max overflow into Moai.

No need to panic over the ivory placement yet. If we plant next to the ivory we'll easily keep the tile. Even if there isn't rice or banana in the one unfogged tile to the east, it's easily possible that we might catch a food resource by planting north of the ivory.

I am glad novice brought settling a city by the ivory. I thought about that too, but didn't dare suggest it. It won't be a great city (the one 3NW of BbB) but it will have very good strategic value + ivory.

I think we should postpone the previously planned backup horse spot (2N of horses) and settle a city SE of the backup horses instead. That grabs all the resources in the area, and does it quickly. Picture:

Because the city would be utter crap before border pop. We can plant there if we plant the northern city first which lets us borrow tiles.
