If MJMD refuses to play before me am I in my rights to just play and double-move him?

Indeed. If it came down to it I'd have to send a PM I suppose. Has anyone ever just straight up refused to abide by basic turn-order principles? I've been here a while and I've seen plenty of arguments over turn-order, but never any refusal.
In any case he played his turn. I did in fact declare war on him, burned a city. I'll have some screenshots in my next turn.

Last turn I burned one city (undefended), and landed an Axe and Warrior to capture a Worker. This turn MJMD lost one galley to kill one of my own, and I was able to then kill that galley myself. He sent me a peace offer, which I rejected.

Take the island for myself. Failing that just cause more damage than I take. Which I am succeeding at so far. I can't let MJMD get up to that many cities that quickly unpunished.

Suffered first (land unit) loss of the war (excluding a Warrior I deleted to keep him from getting XP off of it). A newly built chariot killed my own chariot at 51% odds. I was then able to kill his Vulture in the city with a City Raider Axe at 50% odds, and then kill his chariot with a Warrior.
So he's off the island. But looks like he has more units on the way, so I'm sending some Spears over. Also, on the interturn his power went up a decent amount, at least 2 or 3 units built, so I'm going to assume he wants the island back. Hopefully I can land a settler of my own and found on that hill, which I should be able to hold. Even if I'm not able to keep the island, I certainly set MJMD back a lot. Killed 2 Chariots, 1 Galley, 1 Vulture, 1 Worker, and razed three cities. That's a lot of damage. I've suffered opportunity cost myself, a lot of hammers gone into galleys and units, instead of settlers, however, the reality is that new cities wouldn't really be much help right now. They would just slow down my teching, especially without an island city of my own to trade with. So overall, I'm pleased.
Meanwhile Cornflakes is sitting on 6 cities and is racing ahead in tech. I think next game I'm going to try something similar, take Charismatic and just expand slower than usual. I wonder if it can work out long-term.

Hey Cairo, it's cool to see you reporting. I've never really gotten an insight to your thought process before. Have you got a general game plan from here?

Not as such. MJMD has Triremes so I'm abandoning the island. Hopefully he'll accept that he can't settle three flatland cities on an island next to me defended by a single Vulture. Now that I think about it it's ridiculous that I was able to raze those cities with an invasion force of 1 Axe, 1 Chariot, and 2 Warriors.
I don't report very often in the early games because I honestly find it kinda boring. Maybe if I had the time to really put a lot of effort into my turns like I used to I would report more, but unfortunately that just isn't the case anymore.

I can understand building a couple of Triremes to prevent me attacking again, I can even understand burning a net or two and trying to sink some galleys with those Triremes while he can. But if I see a fourth or fifth Trireme I'll have to assume he's just trying to ruin my game (not that there's much to ruin). After all, It's not like I'm a threat, he's built the Hanging Gardens, he's got the island back, we don't even have any land borders. So more than a few Triremes is a waste of hammers, and not actually helping him win. If that's the case I'll ask if someone else wants to take over my civ. My interest in this game and civ in general is rapidly declining (mostly my fault, I shouldn't have signed up in the first place, but too late now).
