I guess it depends Raven Lore. I personally prefer to cramp cities on higher difficulties or when I know ill have happiness trouble to pick up the best sites at size 4 or 5. On the other hand, when I have some early luxuries or on lower difficulties, I will space out my cities to get the best possible cities when they work all tiles. I try not to ever worry about overlap, I think dotmaps are somewhat overrated in that you dont need to settle every city to grab 20 workable tiles each, so my dotmaps would be pretty messy if I drew them out
