Well, Free religion is ideal, but since religion civics are fairly high cost, you're still saving money by not using them.

Religion is a minigame. I think sirian said that. The point is, there's costs and benefits associated with religion, and you can feel free to leave it alone without penalty. No relicious civics just means extra cash.
