Not the new mod just yet, that needs some polish. Most of hte changes don't do as much as you think but the changes to anarchy completely change a lot of the meta game so I'm still thinking through some of those kinks. I just need a few, uh, volunteers and it could be done in a few days from start to finish, stable enough for a test game.

The DLL coding and creation of new XML tags etc etc.

As far as city trades go, I would say only as part of a peace deal or not at all. I don't think anyone will want to stall the game to reference the DBAJ handbook as a result of an RB 401 city trade. The alternative is to take time pre-game to set up loophole-free guidelines for city trades, which would somehow still manage to get exploited. I just think the game is cleaner without it.
