I've gone ahead with Pangaea.

The only balancing I've done with the starts is to amend the food resources to be balanced. Coastal starts get a fish plus two deer (plains hill forest, and plains forest). All land starts get plains hill sheep, plains cow and a wet wheat. It's not perfectly balanced, but I don't see the point in trying for that, we'll just end up accidentally favouring one player over another.

I have not added any early strategic resources to the start, but what spawned there, has stayed. Same for happy res. I have not changed, added or subtracted any happy res. I have checked the strategic resources, but because of the map constraints, it's not really possible to make sure everyone has Uranium or Aluminium without craming them within 5 tiles of the capital (or closer!) Some of these resources you may think are a bit closer to an opponent, but everyone does have access to all strategic resources. Ivory is not balanced.

Depending on who starts where, and who has a warrior start, it is possible that someone is Mortius'd. This is not avaoidable, it is inherent with the map script, number of players and demand to limited tile number.

I have not added any tiles to the game outside the capital 21 tiles. Within those tiles, I have added some land tiles to coastal starts, to bulk out some of the starts (some players had 5 land tiles). This has connected one player two 2 one tile islands. It does not affect that players ability to settle an island for 2 commerce trade routes: there are other islands within 5 tiles of that start location.

If a player or two could check the map, that'd be great. What I will also need, is for one person to send me a list of the players in this game, in a random order. I will also require a different person to send me a list of 8 random numbers (0-99) without duplicates. Once I have them, I will allocate the players to each start.

Because Pacal costs 7 points and that is against the rules. Pacal, Darius, Willem, Surry, Mansa, Huayna and Vicky are de jure banned by this ruleset.

Is this what you mean?  Or do you want the list order randomized as well?

Well, I should have said, send by PM. One gives the order that randomizes the player list, the second player is giving the order that randomizes who goes to which start. That way no single person controls the start allocation system (and I have to put them in, so I'm just ruling myself out of it completely, otherwise I would only need one person to send numbers.)

I can hit the 'again' button pretty easily, my deeper question is whether "sorted in ascending order" is what you're asking for or not.

I need them in the order they come out. Then assign each number to the player in the pick order they had for the snakepick, then sort in ascending order. Then assign the second set of numbers from in the order produced, and again sort by ascending order into the order they are assigned in the WBS.

This way I can't be accused of giving players favourable starts, and as neither of the people that generate the random numbers know what the other person has generated, neither can know the order players are allocated either.

If I wasn't showing the WBS, then I can get away with only one person generating numbers, as I can show the starts and map without that information becoming public knowledge.

I think that's overkill...but it's overkill that only costs a couple minutes so it's hard to really object. I sent you a list of eight numbers in random order. Someone else can send you the names in random order.
