Indeed it looks like Scooter does not like his borders adjusted
Jokes aside this is a big blow to his chances but he is not comletely out of running yet.
Diplo situation of this game makes it really hard to predict, but here it goes.
I still think TBS will win by rightly timed backstab of Corn (he is doing it right compared to Scooter, you have to wait for armies to clash before you swoop in and claim all of their land instead of just doing small wound). If Corn feels like he has avenged his losses and concentrates on defending his cities instead of hurting Scooter it will lower chances of TBS a lot as he really needs some more land and his only options are Corn and Cairo.
Commodore can easily win if Scooter now tilts and sends everything he has against TBS and Corn. So if Scooter wants to end the game and kingmake Commodore its pretty easy from here.
Cairo could try to kingmake either one by attacking the other.

Yes, I agree. I was mostly being cheeky given the timing of Scooter’s remark versus actions.
In ‘gamespy’ MP games we play with 2 City Elimination. I wonder what one of these games would look like with something like 5 City Elim where gifts count toward that number. Obviously the number can’t be too low or people will just snipe their way to victory, but I’d be interested in seeing some sort disincentive for gifting short of a total ban.

City elim probably wouldn't work well for the vast majority of RB-style PB games; even if the limit was 10 or something it'd just encourage people to treat border cities and fishing villages like hitpoints and constantly try to pop them, since the "small injury" paradigm would be flipped on its head. You'd likely end up with slow-paced and highly defensive games, without a turn time limit to compel aggression.
I'm not sure city gifting really adds much to the overall experience aside from aggravation for everyone other than the recipient.
