I made wrong assumptions because in SP I could keep a unit out of the queue for 11 turns without repercussions. Just start a random SP game vs AIs and try to replicate it there.

I did test that and there it's the same as in the PB. You do not work a unit for 10 turns and in the 11th turn 1 hammer was gone because of decay.

Can you take the sandbox and follow the following steps?
t0: Build work boat until border expansion working the wheat
t5: Finish work boat working elephants
t8: grow to size 2 building warrior
t10: take warrior out of queue, build worker
t17: worker done, build 2nd worker
t21: switch back to warrior (with no hammer lost in my sb)

Interestingly. You actually don't need to follow the whole microplan there. This effect already happens if you stop working the initial work boat. Did you setup this sandbox?

Could you check whether finishing another unit while your delayed unit is out of the queue makes a difference?
The delayed unit gets autofilled into actie production then until you push it back down. Maybe that messes with th check.

What's the verdict, Ruff? Kill/Don't kill?
The rage has cooled down somewhat. More importantly, AT has an Axe coming too which makes an attack on the city quite a risky proposition and that is assuming he doesn't have even more units close by. So ATs new city gets to live. My main gripe with it is that it's in a really annoying position. We also now have an orphaned settler I need to find a spot for.
