As for why CPers haven't settled sugar/gems, it's not that good land. A ton of jungle, a ton of worker turns, and sugars are only +2 food. They probably deem other sites higher priority. It's all backfill to them thanks to the current NAP/border agreement.
Hmm, think CPers will intervene once we start kicking in the Germans? They may very well see it coming, and hence start making arrogant demands to remain neutral.

No harm in having some sort of idea to deal with what might happen. You don't have to operate completely on the basis of suspicion, but preparing for the worst is always recommended.
