I really wouldn't discount Civil Service and T0 bureaucracy, especially if you've got the boosted start.

The shang-ra-la start really is going to be begging for a rush, Oxy better have a plan for defending that super-site from an anti-tank+arty on turn 40.

Do we know that they are one near another? Perhaps rifling will be stil free on return. I think even military science will be good enough with an agresiv leader.
Has anyone figured out how to attack into a player with Arty and AT? Other than a rush? I can't figure out how to do it, minus the odd naval raze etc. Luddite might be functionally unkillable.

More seriously, though, a pillaging force of chariots can gut him fine, he'll be able to survive but with enough effort he should be containable.
