To be clear, I did vote in favor of nerfing from 2 -> 1 in the poll. But the American UB was pretty low on my list of takeaways from that game. ORG on Emperor water maps is just by far the best trait IMO.

Is Emperor really that much better than Monarch that it's worth nerfing Org? I think Monarch is a pretty nice difficulty to play on.

My preference would definitely be to just not play on Emperor and accept that ORG will be excellent on water maps anyway, which is no different than FIN in that respect.

Not to muddy the waters, but I think my dream version of a CtH America would be to return the UU to the Navy Seal and reduce the free GPP on the Carnegie Public Library to 1, but reduce the latter's hammer cost - say to 60. The Seal is just to return it closer to home, preserve/return a late-game unique, and leave room for a still-strong UB; the reduced cost is thematic and helps the player to get them out everywhere, and just one free 1GPP even on (and combined with) a reduced-cost building wouldn't be game-breaking. (In my opinion, of course; bear in mind the last time I played any MP turns was the Perpentach PBeM in EitB, and the time before that predated any of these balance mods, so if I have any idea what I'm talking about, it's not from personal experience!)

Similarly muddying the waters, but someone in an earlier thread made what I thought was a nice suggestion on changing Rome. Instead of upping its cost yet again, they proposed changing it to base 7 strength and add 1 free first strike as a thematic nod to their pilum. I rather liked that idea over raising the cost again, and I didn't see anyone bash the idea so I suspect it just got missed in the noise. Thoughts?

EDIT: You could probably even set the Praetorian's cost back to the normal 45h (or 40h even?) if you did this.
