Maybe it's totally slipping my mind, but why again do we not have Open Borders with CivPlayers? I know we agreed on it back during the massive chat awhile back, and I don't remember when that changed exactly.

We agreed to it? I'm pretty sure we requested Open Borders from them and they turned us down. I'm happy to re-offer in game if they actually did agree to OB.

Since we have agreed to open borders, do you think it would be possible to get a one time exception to the no scouting agreement to move our western axe through the new city to continue exploring toward CivFr?
I requested Open Borders in-game. If they accept, we can move right through their territory to the other side (outside their borders) via forest tile in one turn, and I have every intention of doing so.

It is hard to call that scouting when we saw them dump the city underneath us. And, we weren't jerks and didn't murder their unescorted settler. If they complain maybe mention that.
