Well Rome is handicapped by it's blank UB and situational starting techs. WE, OTOH, are available to any who have ivory, which as a luxury, is usually clumped together in specific areas of the map. The only way to balance a game with WE allowed is to give everybody ivory, but even then all anybody builds pre-maces is war elephants, which coupled with the forced balancing is just really boring. So its just easier to ban them outright.

Plus, you can purchase Axes to have more of a fighting chance against Praetorians than Spears against WEs (Axes have more base STR and WEs will have 2 promos due to Stables). Not necessarily a winning one, mind...
Also, since Praetorians come at Iron Working, a fast Praetorian rush doesn't have Catapults, whereas WEs will always have Catapults able to be built.
