The PM is there to prevent human error on Mjmd's side. Players nowadays are aware of the advantage of double moves. But we are also humans and it happens that you forget that you double move somebody. Unfortunately these peacetime turnsplits are not as noticable as wars. Therefore the purpose of the PM is to prevent a reload scenario with lurker discussion and angry players.
I would love to implement an in-game solution for this, but still looking for the best solution

I don't see how an in-game solution would be different from a PM. I'm objecting to the passing of information implied by the turn split and that would be the same either way.

Then how would you try to prevent human error or unawareness of peacetime turn splits?

I think the incidents of human error are rare and it's fine and correct to reload if it happens. And it should not be taboo to ask for a reload in those situations and people shouldn't be angry over it.
And I also must emphasize that the LACK OF A PM does not imply that it's OK to double move and gain an advantage. I don't think that's clear either.

Also the supposed incidents of human error would happen much less frequently if everyone were made clearly aware that it's not correct to do so.

I highly doubt that. The goal of a PB is to be able to double move players in order to speed up game pace. Even if I am aware of the problem, it can happen that I am not aware that I double move somebody in an advantageous way.
If a player has a problem with this then I can only say: Please play PBEM instead of PB.

Of course I agree. I just want to add to the first quote. Let's imagine the following. A and B are in a war and C and D are starting a peacetime turnsplit without PM notice. They play this way.
A
B
C
D
Turn rolls
D (double moves, without realizing there is a split)
A
B
C (notices the double move and asks for a reload)
I would bet that the reload isn't granted in this scenario, because A and B had combats. This would leave C angry

Okay, that's fine. I just want to make clear that lack of a PM doesn't imply that there shouldn't be a turn split and it's just there to minimize potential reload scenarios such as the one you say. I'm glad we agree on that.

Avoiding reloads should be the #1 priority.
Especially because reloading combat/ect is the worst possible outcome.
