If one teammate is in Overcouncil and another teammate is in Undercouncil, then I don't think we can vote or benefit from any resolutions from either council. Because of that, as a team we can only go for one of them if we want those benefits. The only semi-useful Overcouncil resolution is +1 trade route, but the Undercouncil can do much more than that (although right now only Amurites can adopt Undercouncil).
As for horses, I have no plans to use them anytime soon, so you may as well keep them.

Undercouncil can only be used for evil civs, which is why i didn't want it. If all 3 of us enter overcouncil and we get to pass resolutions that benefit us only since no one is in it, why not?

Evil and neutral civs, not just evil ones.
Overcouncil revolutions really do suck, there is only one somewhat decent one and that is +1 trade route, although that's still not all that great. It's a bit better in EitB now that the civics actually do something, but the same applies to Undercouncil. Undercouncil has several good resolutions such as free GS, 1/4 price gambling houses, and some alright ones such as fund dissidents (another reason not to go Overcouncil).
Of course, Kurio's and Malakim can't go in Undercouncil as they're both good alignment (although Malakim probably will be evil when they go AV), so we need to decide what to do. (everyone who can goes Overcouncil, everyone who can goes Undercouncil, or skip the resolutions and go mixed).

Unfortunate but not the end of the world, as the holy city isn't that important. Bigger concern is someone (Team 3 presumably) built the Catacomb Limbrus, I'm actually not sure if we can get Arcane Lore first

If we can get two people into undercouncil asap, i'm all for it. But it better be fast or we might have to share benefits with someone else though.

Sharing benefits wouldn't be the end of the world, better we get some part of it then nothing at all. I don't think we can attempt to deny those benefits to the rest of the world unless Malakim go into OO or AV in the near future.

Cool, I'll know where to move him the turn after next, so you can just leave him on the tile he's on next turn and I'll put some signs up.

After thinking over the Over/Undercouncil problem, I realise that we probably won't be able to get any of the Undercouncil resolutions anytime soon, as Malakim would need to go OO or AV before that can happen which won't be for a while. In that case we should all probably go to Overcouncil to start with, get Single Currency for the extra trade route and then possibly switch to Undercouncil later if/when the others get Trade.
Anyway we get Trade next turn, so once that happens I'll go through F4 and see where Team 3 is tech-wise (and the others once we meet them). I'd highly recommend you both switch or at least plan to switch to Foreign Trade sometime soon as that's the reason why we headed for Trade so early.

I'll switch immediately after getting trade. My settler is on the way to the 4th city site anyways.
With that said, a settler + 4 centaurs (all i could muster) + 3 workers will be heading to that 4th city site soon.
