It makes sense for William to convert the transient advantage of more axes to try to settle more of the contested land. He has peace with Elkad now, it isn't as if he's trying a full-scale invasion. OT4E, on the other hand, is just really aggressive.
OT4E, William and Team Harry have something in common: the attitude of 'we can't win by playing normally now, so we need to try crazy strategies'. It's going to be great

If I do get beaten to the punch I suppose I can just capture the cities from the initial attacker.

It doesn't look like mack will stop at Aretas. Rusten for one should be careful, if he doesn't want to get mack'd. Or perhaps he'll find out how many typos you need to do a knig rush.

How does Aretas not have slavery? How does he have only 3 cities?

This one - maybe he just didn't spend eons hanging out in internet Civ forums, and didn't realize how powerful Slavery can be? I'm pretty sure most of us didn't discover it from first principles; rather we copied it from the internet when we saw how well it could work.

That was certainly true for me! I didn't understand the power of slavery until seeing it used in games here on RB ... and I still probable don't use it enough/effectively

I can almost guarantee that mackoti will be very upset with an attack by Rusten at this stage, fighting over former Aretas territory. Rusten doesn`t know yet just how much power mackoti has so it could get ugly quickly. On the other hand, Rusten does have Chm and SoZ (and soon Horse Archers) as he says so it won`t be one sided. This sort of conflict is exactly what Finharry need in order to get back into the game.

Forget about Rusten going on the offensive. He needs to build barracks and stables in the SoZ city right now, and barracks in other cities. SoZ is just a very expensive barracks right now. Then he needs to finish HBR, build HA and position them.
In reality, Mack will be able to defend his holdings easily, and if he had not gotten unlucky may have dented Rusten.
Rusten needs to just hold his position, play nice, build up, and keep Mack happy whilst he munches on easier pickings. What he has done is not understood his decision to build wonders precluded an effective early attack. It's a readjustment in playing style and expectation that everyone goes through. Can't have everything and you aren't playing with AI here.
