I currently have 6 districts unlocked (excluding aqueducts).
I have: - 1 CD
- 2 Campuses (by eot98)
- 1 Acropolis
- 1 Encampment
I have an ED 8 turns form completion, and an IZ 12 turns form completion.
I can chop 130 plus one turns production into IZ at MS and SS, they will cost 175 production each. I can chop one forest (I want to do this to place a mine which will be adjacent to two IZ), so with a chop on T99 and T101, I will finish an IZ with two still in production. I could chop both IZ in the NW, then I will have 7 completed districts, without counting the HS, which I need to unlock on the way to Harbours. So if the HS at Scombridae counts, on T101, I will have 8 built districts, 8 unlocked and no Harbours placed. So I could then plant the Harbour at Scombridae for the discount (adjusted cost roughly 105 production?), immediately harvest a stone into the Walls and overflow into the Harbour roughly 165 hammers...then I can still get the discount on the second Harbour at SS and the second CD at MS. That would give me 14 completed districts, with the IZ at EF and ED at CS.
I actually want to build the second HS (MS, next to Dead Sea, CD and city for 4 Faith per turn, needs size 7), second Encampment (no available location), second Acropolis (SS has ideal location for a 4 culture Acropolis, needs size 7), which unlocks the discounted third district of each type.
What this likely means is that I will need to build settlers, because I lack the ability to get MS and SS to size 7 quickly. But it does mean that I can get the Harbours, buy the traders without much difficulty. I may need to consider just sucking up the full price Campus at Scombridae, otherwise I need to drop about 60 overflow hammers from the Harbour into something.

Thinking this through a bit further, would the HS be better than the CD at MS? Accumulate faith to buy missionaries? Need to build a shrine...ah, could I found the religion at MS? I don't know anything about religion tbh.
I'm fairly sure that SS can make 14 production per turn, and with the tech inflation on chops that the Harbour at SS is only a few turns to build. I've seen that finishing techs resets the district cost, but I have to finish Astrology T99...so Celestial Navigation would finish naturally eot101, so the harvest the stone t102, finish a further tech t102, I have plenty that are 1 turn from completion, then harvest the crab and place the second Harbour.
Well, this will be an interesting mechanics test.

Hoping for another weekend update, played T99 tonight. The IZ have gone down, and chopped 130 production into the two at MS and SS. Chopping two more forests to complete both on T101. I think I will actually place a Campus at Scombridae next turn, T100, but wait to harvest the stone until I finish Mercenaries the turn after that (or T102?). I will be able to place the Harbour on T102 (tech delay), but right in time for the district discount on the Harbour from having 8 completed districts and 8 available to build. As the campus would be the third one placed, I will not get that discount for a long time, so should place it ASAP. So I should finish the Harbour on T102, then swap out of Limes and into Maritime Industry, dump the overflow into the Campus and then 4-5 turns later harvest the remaining stone into a galley to complete the Campus around T105. Which would then be about right to come out of MI. I will have enough gold to buy two traders on T104, so the question is, can I get another district, that second harbour to complete then?
The answer is yes, but only if I don't chop both IZ at MS and SS. I can instead slow build them to finish eot103, so instead of placing the Harbour on T102 I wait to place that until T104 for the discount. I hold off on Mercenaries and complete that eot103, putting excess culture into...no, that doesn't work, I need MI to put production into a galley.
So scrap that.
District costs refresh on competing tech or civic. So if I slow build the IZ at MS and SS, I need to complete a tech the turn I finish both of these (or potentially the turn after? We don't know the order of calculation do we?) Assuming I only needed to finish a tech the turn I finished the IZ, I can still complete Mercenaries, and harvest the stone through Limes at Scombridae and dump the hammers into the Campus, and then put normal production into a galley. The tech resets the district cost, so on T104 I place the Harbour, immediately harvest the stone through the prebuilt Galley, and then finish the Harbour eot104, so on T105 I can finish another tech (I have Stirrups and Machinery at one turn from completion for this purpose) to reset the Harbour discount, place the Harbour at SS and then dump two chops into it. With a 40% discount it should cost less than 140-odd production I'll get from both chops. Then buy two traders and blow out Medieval Fairs and start research into Exploration. Both Harbours gives the eureka for Cartography so I should be able to land that on a straight beeline around T110 plus whatever turns I need to finish techs to reset district cost (and any stalling turns, but I could just finish Shipbuilding and eat the increased cost of the district from the extra tech). Save up further gold, and also get into Professional armies after Medieval Fairs lands to upgrade both galleys.
OK, that seems like a plan. I'll write that up into a list form so I have something to read through every turn.

Oh, upgrading a galley to a caravel is 270 gold. So with Professional Armies it's only 270 for both upgrades.
With two more trade routes from CS to Lisbon I will be making over 70gpt.

From T105, Exploration is about a 7 turn tech if all prerequisites are completed plus the inspiration is landed, ie due around T112. Cartography is due around T110-111, so I can upgrade two of the three galleys I should have at that point to put Exploration completed right on schedule for the end of the DoF.

Also, Trade confederation is better than the campus adjacency doubler. It's worth 4bt and 4cpt once the new traders come online, and at that point the campus doubler gives 6Spt. Once Exploration comes in, that's a further 2 science and culture per turn, but I have no further campuses to come online in that time frame. So traders to Lisbon, rake in the gold and buy stuff.

Been thinking and reading PBEM4. Thinking is never a good thing, according to some.
I think I've made a a mistake. I should have Suzerained Lisbon ASAP, I've been mising out of 4gpt and an amenity, which would be enough to send 4 cities ecstatic. I'm sitting on 4 envoys, which is stupid. Due to this, I've decided to not drop into diplomatic league.

Right now, I'm in a bit of a quandry. I've looked at the dotmap again, and come to realise that I can't harvest the crabs at SS until Celestial Navigation is researched, and I only have two tiles to farm at CS. So I'm actually going to struggle to grow against the housing cap at size 9.
I think I need to buy two tiles: the last unclaimed wheat at CS (harvested, gives me size 10 regardless of housing, or farmed gives me half the housing I need and a 4/1 tile), and the tile 447 of SS (7 of the crab). Land Surveyors would save me 60 gold to buy both, so I'm going to use that again. I'll be spending 240 gold to buy tiles, but I can't see how this can be helped. OTOH, the extra amenity from Lisbon means I can just squeeze out the trader from CN eot107
I also want to change how I place districts at MS, I think I should place the CD adjacent to the Harbour, and place the Campus next to the mountain on the marsh.
