As usual, the German team has decided not to end their turn, and we're once again sitting around waiting for the entire 36 hours to tick off the clock. This is unfortunate since I'm going to have to leave in the afternoon today and won't have access to a Civ-capable computer this evening. I'm planning on playing the military portions of the turn today in the early afternoon local time, within a few hours after this post. We can use the rest of the turn to discuss the economic side of things, city builds, and so on. Believe me, I wish that we'd had 24 hours to sit and look things over in more detail, but the actual fighting this turn should be fairly straightforward, and I didn't set up this attack for 6 months only to hand things off when we're at the gates of Webringen.
See you in a few hours.

It does? I guess that shows what happens when I try and look at the code more than the game. I'll go digging again to try and understand that.
Edit: Distance maintenance scales based on pop. The actual modifier is (pop + 7). So the distance maintenance of a size 5 city like Starfall is half that of a size 17 city.

@Sullla - Are you planning on recording the stream and posting that? Or are you hoping to stream it live with chat?
I have finally decided to put down some cash and register a website. It is www.ruffhi.com. Now I remain free to move the hosting options without having to change the name of the site.

It looks like we're finally going to get the turn in a little less than an hours. Thanks again, Germans, for making us wait an additional 15 hours for no reason whatsoever. Is it really that hard to hit "Enter" when you've finished moving all of your units? Anyway, I don't have time today to wait until later on to do the turn, so I plan to stream the turn shortly after it rolls over. Bienvenue au Canada, Sullla! By the way, it's pronounced "Trana." You'll fit in better if you say it that way.
Edit: This post may have been partially incomprehensible. I wrote it just after watching the vacation announcement video on Youtube. I'm not sure why I didn't post it there.

I think I figured out the source of the culture bug, or at least one of the sources.
The bugged tile remained in culture due to being surrounded by tiles in culture, not on its own merits. So the post-capture culture cleanup of Weil der Stadt didn't iterate over that tile to check.

So it's better to go outside in to clear culture? Interesting.
Furthermore, I consider that forum views should be fluid in width

That makes me think that if the cities had been taken in the reverse order then the culture artifact may not have occurred? (Not saying we did the turn wrong, just hypothetically musing)
