Well considering he started the game with an Impi "rush" too much dedication to military hammers might be why he's a tech era behind without Iron settled in this war.

There is perhaps a really cheesy way for Ruff to win a culture victory.
He simply uses espionage to place 50K culture into 3 NSA border cities, and captures them on the first turn of a war. Once he ends turn he wins a culture victory.

How much espionaje to you think he will need for that?

NSA's thread had something in it awhile back about the spread culture espionage activity.
It's going to have to be something like this - I can't see how NSA can lose through traditional means

the spread culture feature is as broken as many of the espionage features that usually get banned - I'm surprised it hasn't cropped up here before. TMIT has a few lets play video's on his youtube channel that show how easy it is to abuse.

So i guess the main questions are this:
1) How big have the effects of Espionage been so far?
2) Will Espionage have more big effects in the future of this game?
3) Is it worth it to ban Espionage or not, given that it allows another type of economy?

This is ridiculous lol. If NSA is even paying a little attention they're going to use the "counterespionage" mission, use either a security bureau or a spy placed in each city, and focus EP on him. Getting through those multiplier penalties is NOT cost effective at all. And if he's spending all that juice on EP and not stealing tech, who's to stop NSA from hitting a threshold tech and being the civ taking cities  ?
EP spread culture nonsense is something you can probably pull on the AI, but I don't see it being done to a human team paying attention that knows the game.

Yes, but the AI doesn't use the counterespionage mission, and I at most got the cities ~15k or so (normal speed, where you need 50k)! The EP and hammer investment required to put 3 cities to legendary through counterespionage is, simply put, enormous. Ruff would have an easier time stealing himself to space than this method.

Agreed. Ruff is set up for max eps though and has been spending them liberally all game, in particular with nospace. I don't think that he could pull off a cultural victory using the spread culture method (only 25k needed on quick) however, he could put a whole world of pain on many border cities.
It all depends on whether they agree to go for a peaceful victory or if their armies will lock horns.
