At this point, maybe I should post the breakdown of how growing to size 2 before maxing hammers for the Work Boat or maxing hammers from the outset compare (sorry for the formatting; it looked different when I was typing it):

Unless I've screwed up somewhere, it appears that growing to size 2 first gets us to the benchmark of "size 2, Work Boat finished" one turn earlier, with fewer hammers (naturally) but more commerce. Not a big difference, but it seems to be worthwhile. Feel free to correct my math or assumptions.
