I think Jowy feels like he's offering more than 10 turns of peace when he makes these offers.

Because looking at the theater, TBS has the choice of fighting on the island or letting Jowy have a city in boat range of his capital. If you assume the offer is for peace for an era, or the whole game, it might be worthwhile, but if you assume Jowy's coming back for more in 10 turns, that's a horrible tactical position to put yourself in.

What happened to PBEM61 Jowy, the guy that made a lot of sense and played to win ? I thought he played PB28 "casually" which was what made him go back to his old ways but now he's just back to being a troll.

While Jowy has (fairly or unfairly, you decide) been described somewhere around here as a budding psycho gamer he elsewise is a nice guy from what I can tell. I don't think it's self censorship to think better of basically calling him a murderer.

Of course Jowy's very probably a nice guy, but in the context of a civ 4 game calling him an in-game terrorist isn't too far fetched. Which I suppose is the reason for your original comment.

IMO in the latest case Joey is perfectly justified in thinking of his plant as contestable land while TBS is being a bit unreasonable by thinking of it as 'his' island/land.
