Orders issued while paused will go through when the game is unpaused, so that doesn't work.

Unless you also cancel them while the game is paused, as I understand it. But yeah, pausing isn't a good safeguard, bad things can happen and you may not even realize it. I definitely don't recommend pausing to avoid misclicks. The best advice I've seen in that regard it to select an old garrison unit that isn't very important when you're poking around in game, so if you accidentally move it nothing too bad comes of it.
