Oh...I think I answered my own question. The timing of the GA is immaterial, the key is getting the GP out of MM first.

Yep, whipping the bank makes sense to me.
I'm not so much in favor of whipping infrastructure in cities, even if it's overflowing into units. Maybe soon, but right now I think we're still short on what we need to defend ourselves.

1) If we turn off tech, what do we spend gold on? Upgrading garrison units that we can't move? 2) We're whipping the bank to produce more gold, yes? Why are we in a hurry to do that if we're turning off tech? 3) Just because we've accepted the fact that we're going to fight the war with a tech disadvantage does not mean that we should not be trying to remove or reduce said disadvantage if it's in any way feasible to do so. And I've already calculated the estimated time to Rifling. 4) If we do not have a reliable plan to stem the tide yet, why should we be worrying about things in the far distant future? How do you know we won't lose so many cities that we won't have less pop than we do now? 5) Did you know that a Golden Age helps us produce units and potentially get even more military tech?

Heh, I was actually trying to put together a plan myself last night but Ruff just stole my thunder:

CivPlayers CP's Costalot, Cempoala, and Xoch would be prime candidates. However, only Costalot and Cempoala seems in anyway feasible. CP have wisely or unwisely left alot of forests around their first ring. With the current strategic situation at Costalot, I would say it would take 6 or so knights all of which will likely perish in a counter attack unless we follow up with one movers (I don't see how we can do this) and immediately retreat. We'll need 4 Workers so we can stage around 1W of DD. We could move the workers onto the jungle like we were planning on chopping it and move the knights into position. On the following turn we road the 2 plains tiles and hit their city. It's also going to be difficult to achieve surprise because of the peak tile, we would need to make it look like we're just moving stuff around but spies and city vis might just make it infeasible. It would be a major coup to burn Costalot down since it improves the situation around the Gaunlet/Mano Salient. Keeping Mano for a few more turns might allow us to shift units at BbB and the Poly front and delay CP and Poly uniting their forces which I would expect if they were goign for max damage and well organized. We can't one move Xoc with knights but its more isolated and Cempoala is the new city in the deep south and I'm not sure it would be worth it to base knights but its less pop to they can draft eventually. Apolyton Poly due to having the Colossus has a lot of boatable cities. However they have circumnav so it might be difficult if they start putting boats in the water. However I think that we might have a decent shot at burning down Malatya. I think we should put out a galley in one of the German cities, unless they are extra paranoid about the water, there's probably not that much in it. Even if we can't burn it down, it would definitely be worth putting out a few galleys to keep a small garrison of modern units there and not sent against us. Also, color me optimistic but I want to get Galleons and burn down Ankara and the Colossus as revenge for this whole war.
