Mardoc's actually got a perfect empire...for a map about half this size and 50% more maint. Very compact, great GNP...but the snowball is sad.

It's a dumb city and if I were stick I would take it after it grows to size 2, assuming Huishan has another food to use. Or maybe wait until much later assuming stick can hold the first ring tiles. Sian should have settled 1S. stick's 2S1E spot isn't legal.
