That tile will be Halls of Agony next turn. Unless Commodore hands us Kiki. That's why we didn't move to the tile 1E.

For the record, our preference would obviously be to keep Kiki but the culture situation makes that pretty much untenable. Unfortunate to raze such a well-developed burg but the joy of doing so will make up for it.
