Ships are indeed military units. Although I would check that in a sim just to be sure.

No super medic. These are my first 2 GG's. I have a woody 2 scout that I could make into a woody3 medic3 scout.
The alternative is to settle 2GG's, for 3 barracks + 1 ball court + 4 GG = 8 experience for 3 promo units in my heroic epic city. Eventually, getting west point there would make that 13 exp, and that's 7xp away from a commando pump...
Another alternative is to build a military academy in my moai city to produce naval units against borsche/bingo/gashbears.
I settled 1 gg in my heroic epic city already because it is making 3 rifles every 5 turns.

So, what I'm most concerned about right now is tech.
I'm holding off on nationalism, since I'm getting another great person next turn, and then wait ~15 more turns for another one, which will pop a third and final mausoleum-fueled golden age.
So pros of top tree are:
1. Nationalism
2. Representation
3. SLib? Probably too late to get it, and a huge detour
4. CAVALRY INSTEAD OF KNIGHTS!!!
Cons:
1. Forgoing on a potentially game-changing third golden age
2. Probably losing out on being first to factories and railroads.
Then there's the "middle tree" which is astro -> sci method -> physics for the GS and communism for the best civic in the game.
Pros:
1. Potential to get free GS
2. Best civic in the game
3. Observatories
4. Galleons to threaten bingo/gashbears
Cons:
1. Doesn't really give me any new units, feels a bit weak overall
2. Doesn't get me much closer to factories either
Finally, the "bottom" tree, which is steam + steel + railroad
Pros:
1. Railroads, and since I am going to be on the defensive for now, this is a totally acceptable substitute for cav
2. Gives my workers who are almost done improving every single tile something to do
3. Will make my MFG absolutely insane, I can pump half a dozen rifles every turn
4. levees - not as great for my core cities, unfortunately I think my starting position was one of the weaker ones in this sense - however, some of my newer cities have 60%+ of their tiles on the river. This will again help my MFG a lot.
5. Puts me in reach of factories and absolute dominance
6. Cannons, which are great for defending
7. Gives me plenty of time to wait for a golden age
Cons:
1. Economically weak - doesn't give any new opportunities for GDP growth
2. Paints a target on my back
3. Makes me miss out on potential SoLib or a physics GS, or some great civics.

Why does top of the tree = no golden age?

Well, it means 4 fewer turns of golden age because MoM obsoletes with nationalism. The way I'd do things is time the golden age to research nationalism once it's fired off, and then quickly grab constitution for representation (or switch to police state which comes at mil sci in this mod).
