I think both the Praetorian and Skrimisher are too early on this map. They can both be used defensivey pretty well though.
OK, lets take Rome.

Opening with work boat or worker do not seem to differ much. The former is a bit faster (at least the way I played it) the latter leads to better developed land and spares one more forest (up to turn 32).

I played out both ... to T25. Good job on the sandbox. Everyone has trouble with rivers.

T5 - border pop, work phant
T6 - Agr fin
T8 - WB Fin, start worker, work fish
T17 - worker fin, farm wheat, start warrior
T18 - BW (NO REVOLT)
T19 - grow to #2, work fish & phant
T21 - wheat fin, warrior fin, work wheat phant, start settler, move to chop
T25 - chop complete, settler at 98h at EOT
Worker Start
T5 - border pop, work phant
T6 - Agr fin
T11 - worker fin, start WB working phant, move to farm wheat
T15 - wheat farmed, work wheat
T16 - move to chop (sigh - no BW)
T18 - WB fin, net fish
T20 - BW, Size 2, start settler
T23 - chop fin into settler, move for 2nd chop
T25 - settler at 95h?, will fin T26
Both scenarios finished a WB, worker, farm and had 1 chop
WB first also had a warrior
Worker first had started 2nd chop
Both scenarios has researched 260 beakers (that surprised me - thought WB first would be better as it worked the fish earlier)
It was annoying having the worker stand around for a few turns waiting for BW.

T5 - border pop, work phant
T6 - Agriculture fin
T11 - worker fin, start WB, work cow, move to farm wheat
T15 - wheat farmed, work wheat
T16 - move worker to plains hill
T17 - city grows to 2, work elephant, mine ph
T20 - Bronze Working fin, WB fin, work fish, build warrior, mine fin, research Animal Husbandry
T21 - move to forest
T22 - city grows to 3, chop forest, work elephants
T23 - warrior fin, build warrior
T24 - work spices, chop fin
T25 - city grows to 4, warrior fin, settler, work elephants + ph mine, move to forest
T26 - chop forest
T28 - chop fin
T29 - settler fin, build worker, improve cows, Animal Husbandry fin
Settler finished T29, second worker T32, city size 4 with 10 hammers and +5 food, 2 warriors
Cows for second city will be one turn late but could switch 2nd worker and settler maybe

Honestly, I am not sure. We do have 6 yield AH tile. But if our second/third cities have Agriculture or Fishing resources we could definitely skip AH and go Wheel like in your sim.
