Thoth, whilst you are online, what's your view on harbour giving 2XP as this isn't a nerf to CHM.

I don't see the need for extra exp on Harbours and I'm not clear on what imbalance the change is supposed to address.

I suppose I will explain it quickly. There's two points worth considering, but I do not make the claim this is actually necessary, I could be wrong.

Ocean 2MP cost can be painful. Need 10XP or 5XP and Education to overcome.

Can't get to 10XP without Steel or a lot of GG. 5XP isn't actually reachable either without an investment in settled GG or SoZ in a single city, but then drydocks simply bypass that entire issue, it's only the pre-Steel eras which I'm thinking about here. Hence the point of putting XP onto the harbour.

CHM was rebalanced around being easier to reach the expected maximum promotion level in naval warfare, not have access to a higher promotion level. The ocean MP change alters that balance. Only CHM can reach N1, the other leaders can't in the pre-Steel world.

What I'm not sure about is this: Will CHM become the Vikings because of this change? But in this world CHM can also put up C2 boats and the others can't, so it's possibly even worse than vanilla naval warfare.

Edit: I think this might have come up in other mod test games.

Wild idea (so don't mind being shot down) but what if the buildings gave promos instead of XP? That way CHA would still have better combat promotions, but everyone would have equal access to the building promos.

Can't lose sight of the point: late game naval movement needs reducing to ease player burnout. Do that by altering the movement rules and controlling for promotions. Giving free promotions specifically works counter to that goal.

This is why there is nuance with building XP. If civic XP gives 4 and building XP gives 6XP then CHM is still 3XP short of the fourth promotion, but thats ok, the fourth promotion doesnt really do too much. The aim is to ensure boats dont reach 5 promotions. With Pentagon giving 2XP, one consideration is to keep the total XP given below 10. Hence the thought of reducing drydocks to 5 and increasing harbours to 1, don't effect metal boats but resolve a potential wooden navy issue, without going overboard.

Settled GG, SoZ, West point etc are fair game: consider this the naval equivalent of a commando factory.

Oh, you guys want to actually start this then?

I've private messaged Zulan and got a response, I'll move things along later tonight but we should note that we are beholden to Zulans' kindness, generosity and other commitments.

I am travelling to London tomorrow to see ZZ Top, and return in Friday afternoon. I'll have a final mod version out by the end of Friday (XML errors such as the Stock Exchange cost amd Buddhist shrine are fixed in my perking copy). Post and say everything you want by then including checking for any mistakes.

Scooter has offered to roll a T0 save and due to hosting process we can go with this. If we were self hosting this step could be avoided but this is the reality of the situation.

To confirm, Monarch difficulty and advanced start with 467 points on a Totestra small map, allow pangaea, start anywhere. If you guys want to use the "bigger map setting" as well say so now.

Agreed, go with the standard setting. I've got a game on standard size with bigger maps, and was on my own astro "continent". Then I got to Optics, sent the exploeres off and realised with 40 cities it was still only an island.
