If I had a movement point left, I would have been VERY tempted to kill off that scout. Germany has Hansas and second mil civic, we have a bonus civic.
We have a decent early unique unit, he has not. I am about 70% sure that for us to be successful

Bad stuff, we will probably not encounter a CS and get a bonus envoy. I have no idea what Sullla was smoking with this map, but I do not see which CS I should have been supposed to check out first.
Now Civics, straightforward, I will not waste a Mil Civic on my lone scout, because he will stay lone. +5 against Barbarians is needed, there are already horseman around.
Also, I am using the +5 to get some experience, culture (as Sparta) and gold in. And a boost. The oppurtunity is too good to miss and worst comes to worst we rush buy a slinger, or the worker will wait for 1-2 turns.
A very basic dotmap and an overview over the situation. We will go Craftsmanship next for Agoge, because I will need military to either feel safe or crush Germany, preferably the latter. I think I should use my bad record and my passivity in the first PBEM to launch a very early, very brutal suprise attack, maybe even with Hoplites, so killing 3 barbarians should be the next agenda. Maybe even forgoing a second city, but we will see about that.
I am also leading with +1 religion per turn, so I imagine noone has found a religious CS. It seems 3 people are running God King. Except for Germany.
