Is working the phants here best? I have wheat, fish, mined PH. Swapping 1h + 1c for 1f gives me ...?

It's needed for growth to size 4 in time which is the only real advantage of this route. I even have to switch to the 2-1-1 spices for one turn.
I added work boat start. It is economically weaker (size 2), missing mine but also faster (2nd worker is done before settler also at T29).

Actually, AH is better ... assuming we plant our 2nd city to work that tile. The capital has enough tiles without it.
I like your worker first option down to T23 ...
T23 - warrior fin, build warrior settler
T24 - work fish, wheat, mine
T25 - chop into settler
T26 - move to 2nd chop
T26 or 27 (forgot to look) - settler finished, start worker
T30 - 2nd worker fin next turn, settler founds 2nd city (takes warrior)
Yes ... we are thin on defense (1 warrior) but that is part of the game. 2nd warrior after 2nd worker and grow.

The issue I have with these early settlers is that they are not properly supported. You need your one worker to improve the new city and also to chop the second worker which is a bit hard on him.
In my worker start the second worker comes after 3 turns without chop due to overflow and high production. It's still not optimal.
If you want to be fast the work boat start is probably better. But what I have heard from experienced people over at civforum is that efficiency trumps speed in the early game. I don't have the experience to tell.

Well ... we have 23 turns to work out if we go settler or warrior. If we find a nice, hammer heavy city location, I will want to get a settler out and use the 2nd city to build our defenses.

Yeah, that's true. A lot of this is subject to change. The thing is that a city with an immediately improved tile is much better than one founded without support. We also should look to hook up copper quickly.
We do have to decide between worker and work boat though no matter what. The work boat start has the settler with 2 workers earlier but I think the worker start gets cities 3-5 faster. Though I can't say for sure.

I am fine with worker first. Your sim above answered that Q for me.

Maptrading yes from me too. If there are more settings to be voted on feel free to vote without waiting for my opinion. I don't care that much.

You suggested moving the scout 2W on the plains hill. Can you do this und post a screenshot once the game starts? We could possibly move there if there is another useful resource.
