Yeah, and it shows as 310 in the sandbox file I sent you (which has the same dimensions and map size as the actual map). So I don't really know for sure, there has to be some other variable that influences it, and I don't know how to find that easily.
I think options here are 1) for someone to spend tons of time finding the precise formula, 2) just play the game and know that the cost will be somewhere around the number given, 3) make a minimod to make all settlers the same consistent cost.
My preference is 2 cause I don't want to hunt through XML and have no modding experience but speak your piece

Well no, I am definitely not arguing for the same cost and certainly not arguing for a mod. I just want the real costs.
So since you have the map, can you just get the costs from the real map with each combo and make sure the post has those values?

I think brick made a transcribing error. If you look at the values I worked out exp should drop the settler cost by 22h so 310 is right for Peter.
I just made a game with multiple Peters of India. Some had 310h settlers, some had 301h settlers. I have literally no idea.

With my above post, I would need to make a version of the map for each civ in each player position to achieve this.

Just go with it. If you get hosed out of 20h on your settler you have a built in excuse for not winning the game. This is probably more valuable than ~20h.
Also, someone is going to need to tell me if I use the wrong twitch emote for a given situation because I'm just going at random now.

Okay, if you're saying that you can get a different cost settler with the same combo on the same map (with everyone at the same difficulty level) then yeah, I don't know what to say other than WTF.
