My plan for the map is a lakes script - *standard* size but with 45% water. Also, 50% more resources. And a few other things. Here's an example map:
Players would be arranged roughly like this

Second order of business is leaders. There are four players and they want leaders picked for them, presumably to be balanced.
One possibility is we could just pick four middle-of-the-road combinations that are probably fair. We could optionally use only restricted combinations. For example, Mao of China would be reasonable I think.
Another option is to go unrestricted and try for synergistic combos (that are nevertheless balanced with each other).
Any opinions?

Map idea definately ok.
Concerning leader they could be the militaristic leaders with relatively late UUs e.g.
Cyrus - France
Boudica - Ethiopia
Tokugawa - Ottomans
Genghis Khan - Spain

Definitely not Toku. Could make them all identical leaders and civs.

I have been looking at the map and I don't think it looks very balanced as it stands.
I have not analysed in detail but I have already noticed some elements that are not very balanced, as follows:
3 gold tiles total that I can see and two of them are close together?
Only 3 Marble and two of them would be nearest the same player?
LOADS of elephants on north east, and only two on the entire rest of the map? Are elephants banned?
Why 5 Uranium?
Only 2 Gem tilts and not in ideal contested locations if this was deliberate?
Plenty coal on the west hardly any on the east?
Its a nice looking map, but I am assuming its mostly computer generated and hense the unbalance? I think this needs more tweaking, maybe some other lurkers can provide their input.
Its ok to make it so players dont have their own of each resource but only if they all have a equal chance at contesting them.
Perhaps the world wrap helps fix the unbalance to some degree but I am not sure.

Ahh ok fair enough, as long as the actual ones more balanced out, I did wonder why the map had been done so quickly and before civs and leaders had been chosen.
