I thought I might chime in since I just wanted to make a statement to remind any Elo climbers around here on what is the best way to get Elo:
Grinding.
Basically you just spam the hell out of one champion until you are comfortable with him in every matchup while trying to keep your mind open to avoid making mistakes
Otherwise you are a dumbo like me who plays every champion mediocre and thinks that the reason is that he didn't study enough counterpicks or some stupid stuff like that
Counterpicks don't matter at all
Just get to like one champion and become a total mastah at him
Honestly you can even pick Garen or Heimer every game and steamroll if that's how you roll
But there's no point to branching off to different champions; just pick 2-3 and grind grind grind
Myself I get way too bored with playing just one champion so I don't climb
I guess I'm a casual

Also buy CDR boots every game to have more CDR

I play every free champ. I want to get better, but not at the expense of fun. Who really cares about Elo? I'm not trying to go pro in LoL.

As a recipient on several occasions (particularly at 1100 Elo) of the most annoying autoattacking, starcalling, Doran's ring-starting Soraka, I can confidently say you're better than most

Problem: you score first blood at the 1:00 mark (yay, solo queue normals)
Part one: do you go back to shop? What factors weigh into the decision?
Part two: if so, what do you buy?

At the 1 min mark? Of course you go back to base! Plenty of time to return, shop, and still get back in lane when minions spawn.
In top lane, I'd buy a couple more health pots and 1 or 2 wards. No more dying to the level 2 jungler gank, since you start with a ward. In mid or bot, I would sell 2 health pots and get a Doran's Ring/Blade. Starting in lane essentially up a Doran's item (assuming everyone has started boots + health pots) is a massive advantage. Sitting on the first blood gold and not using it is just a waste.
Support or support jungle can begin with a regrowth pendant and get a faster philo stone. Carry jungle (building Wriggles first) can get a long sword. Just about any role should be able to put the 400g to very good use.

I'd think at 1:00 and if the fight is certainly over going back is the obvious call, since you won't lose any farm in lane. I'd think Doren's item if you can afford it, otherwise some wards maybe?

Buying a defensive item for your match-up is a good idea if you're planning to build it anyway. Null magic mantle or cloth armor (+ a ward) is a great top lane buy.
AD bot laners can buy a vamp scepter or maybe a dagger. Junglers should just build towards their first item (vamp scepter or faerie charm) and buy a ward.
