Sounds like it. But active wars will likely be really bugged because of the new levy system.

Not sure why you'd have so much trouble if you've played EU3. It just focuses on a particular person and his family rather than a country.

Yeah, but the few times I've tried playing it, I just always feel like I'm missing something and everything starts imploding. Maybe I just should try sometime when it's NOT wee hours of the night.
