That item (and the others) are only confirmed for the Twisted Treeline remake. I don't believe they have announced the new SR items yet.
And that item on Singed should be ridiculous.
That item on anyone with a DoT effect will be very good indeed. Swain comes to mind, as does Teemo (although his E proc might not count as a spell, I don't know..)
It will be a bitch on Singed though, I agree with you there.
I think that they will consider moving these items over from TT when they come to sorting out the items in season 3. D
When it comes to bugs and glitches, it can get really annoying. But when this happens, you just gotta wonder: who gets the global gold in this case?

I won't say anything about the CLG.eu stuff, except to say that I love them all, and they're easily my favourite team in League of Legends right now. The CLG.na stuff is just embarrassing, frankly. There are probably three members of that team who needed to go ahead of Voyboy, one of them being the captain. I don't really consider them a serious team any more; it seems like they're more than happy as bit-part players in S3 while making a ton of money from their streams. My thesis is that the social dynamics of LOL teams most closely parallels that of bands, where there is a lot of tinkering with the lineup / paying your dues that has to happen before things gel. The LOL scene has not yet had time to mature, so a lot of soap opera that would normally get sorted out before teams get public exposure is instead happening on the front page. That aside, I agree with your contention that CLG.na doesn't seem to be relevant anymore.
Silly things from SoloQ (aka why I hate being 1300):
* Jungler doesn't realize you can complete Wolves/Wraiths before Buff spawns * Mid doesn't realize you let jungler hit Wolves first * Jungler thinks people staying around hitting for Wolves means 1/2 xp, therefore putting them behind * People not talking in pick then taking whoever is the free AD that week 'cause that's the only role left and they don't play AD * Complaining a lane is losing and never coming to help * Feeling really bad for the jungler because they try to help and all lanes are losing all the time
