Technically the patch was last night, the servers are being patched at 0200 local time.

That's true. 0200 local time is 6 minutes from now, and they expect downtime of six hours. So 0800 local, 4pm UK, which is two hours before I get out of work, which is perfect to compensate for the inevitable two-hour Riot delay

This interests me:
"Gold premiums on Tier 3 items have generally been reduced across the board. This means that the deeper the build tree - generally the less statistics the item gives or the more expensive it will be compared to before."
I take that to mean that you should no longer rush things like IE & PD, and instead should buy a BF sword, Zeal, and other Tier 1 and Tier 2 items to fill up your entire six items before upgrading, since you get more bang for your buck in the lower tiers. Thoughts?

Yes, that's broadly correct, but it's not a big shift. Previously, there was a significant stats premium for big items, which meant that it was always most cost-efficient to rush a big item, assuming the stats were what you needed. Now it's a little more balanced towards the smaller items, but nowhere near to the extent that it is in DotA (just as an example from DotA, an Iron Branch, which gives +1 to all attributes, costs 53 gold, while an Ultimate Orb, which gives +10 to all attributes, costs 2100 gold).

Basically it nudges things slightly towards actually utilizing all your slots when possible.
You still want to rush end-game items 'cause they usually give some extra benefit. But from a pure stats perspective you can dawdle and pick up more tier2 items first.
Perhaps BF, Zeal, BT/IE instead of straight BT/IE rush.

The reduction of Tier 3 efficiency is designed to reduce snowballing during the laning phase by lowering the power differential of early Tier 3 rushes.
Along that line, the change to kill/death streak gold values is going to be one of the biggest changes in the game. Farming champions for gold is less useful and ganking losing lanes looks a lot more desirable. Getting the snowball balance right is one of the hardest things to balance - I'm worried they've gone too far but time will tell.

From the changes I saw, it seems jungle farming is more lucrative, and for laners, you better make sure you last hit every siege minion.

And who has the best videos or guides on fundamental stuff like positioning for duo bot support, or fastest way to clear a jungle with a specific champ etc.
