I agree that the whole discussion with the Spanish is a mess, but that's not the message I would send. I still fail to see how sending a message (in English) stating that we didn't understand them last time would be offensive.
Or screw it, send the same message in English AND Spanish to them. We've certainly run around in enough circles over sending something to the weakest team on the map. FWIW, I agree with sending the Spanish something like this: "Sorry, we didn't quite understand your last message. Would you prefer to communicate in Spanish in the future?".
I think we ran in circles about this message because... there's not all that much going on. Sigh, what a turn to pause the game. Looks good to me. Why not put it in English, google-Spanish and Rego-Spanish - should be good for some laughs (which this team seems they will enjoy).
