Really? I coulda sworn I've seen monuments and wonders producing culture right away. But no, you're probably right, culture is a commerce type so happens along with gold and science early in the doTurn cycle, before city-by-city production.
Well, Stonehenge does give culture in further cities. And religion of course gives culture on turn of founding. Maybe you were thinking of one of those things.
Culture actually happens in the city-by-city step, too, btw. It just happens before production. (That's why stonehenge monuments can start working immediately in later cities.)

Cliff's Notes: CFC built the Pyramids and is the new rival best in power. Univers has built five Rathauses. Otherwise mostly pop growth. Demos: Score table:
Score analysis F8 shows 12 new rival global pop points, and there are no unknown land tiles to assign. GNP analysis shows no new known techs. 9 land tiles were claimed by border expansions. Spanish: Grew one pop, for 24 total. Germans: Grew one pop, for 43 total. CivFr: Grew two pop, for 62 total. The two cities grew either to 7 and 2, or to 6 and 4. CivPlayers: Grew three pop, for 38 total. They can't have researched a tech, since a single pop point would give them three score, not two. CFC: Finished the Pyramids in Terasvin. Daivagasi and Lana grew to 6, for 62 total pop. Univers: Received 6 land score from Bibendum, leaving exactly 7 score for the last 3 pop points. They have 56 total pop. Power analysis Global power rose with 51000. Power increases from pop were 1000 to the Spanish, CivFr, and CFC; and 2000 to CivPlayers and Univers. CFC passed the Germans as the rival best in power, and I believe CivPlayers passed another team as the rival worst in power. Other Univers increased their EP generation from 4 to 14, ie they 5 Rathauses on T111. Claimed land increased by 9 tiles. Turn development We whipped 2 pop in Brick by Brick. Apolyton settled their tenth city, Gaziantep, which claimed 7 tiles and brought them to 44 pop. Rival worst in power increased with 1000 from this, making me think Apolyton is the current rival worst. CFC performed a 2-pop whip of an unknown city, bringing them to 62 pop. The Germans performed 2 2-pop whips, bringing them to 39 pop. Univers performed a 1-pop whip, and 55 pop.
