I don't know that stunting Starbucks growth/lighthouse for 1 tile improvement is a good investment. We have a galley by Xenu's silk-stealing city that's just sitting on its hands waiting for a worker to shuttle over, and we have a slight excess of northern workers I think (we certainly don't need 3 up by Dominos anymore). I say we shift one or more of those east and pick up the Taco Bell worker. The worker by JJ doesn't have a lot of productive things to do either.

I was thinking the north central spot. It's got a pastured sheep ready to go and 3 first-ring forests; we just need a 2nd ring to get the sheep in culture. But we definitely should keep pumping settlers from Culver. And somehow fit in a forge whip.

Alternative spot: grab the north clam. But i don't know if we want to stretch that far; it may be better to let xenu claim that and then take it off his hands later down the road.

Fair point. I'd like to be able to ship a missionary along with that worker then - any chance we can line that up? Since whips are nerfed we need to make sure we're getting the most out of them: forges and religion are high priorities i think.
