Are you sure about that? The per-city passives have very complicated formulas related to distance to capital and religion and such.

I simmed it in a SP game, the target civ was OB, no shared religion, capital 16t away on a large map. This is a reasonable analog for our game, I think. Investigate City required only ~230 points. The danger is they'll interpret our passing through their borders as casus belli to walk into our territory and scout out our cities.
