I asked before about the EP balance. Sulla said CPers have over 300 spy points on us, but not sure how many we have. Unless we have lots (like 50+) then they have full 'Investigate City' on us right now... but only the cities they've seen on the map. I'm pretty sure that's only Brick and maybe Ditchdigger.

Are you sure about that? The per-city passives have very complicated formulas related to distance to capital and religion and such.

I simmed it in a SP game, the target civ was OB, no shared religion, capital 16t away on a large map. This is a reasonable analog for our game, I think. Investigate City required only ~230 points. The good news, like I said, is they haven't scouted our cities. We didn't even meet them until t91, so they couldn't have got much on us. yet.
