I guess I advocate speed at all costs. How many turns until the GA and can we speed that up? Coming from the GLib city I imagine.
If we can GA sooner or soon, then 2 4XP galleys + 3 units will get us the 8XP on 2 galleys with a third 0-XP existing galley to come one turn later as reinforcements. Its a little more risky though. Attach the GG (if it exists) to a land unit.
Commando promotion (use roads) could really give Jowy a shock. Nevermind, requires Combat IV and Military Science. Maybe much later. That's a lot of XP even for a charismatic civ.

Highlights of the turn (pics later, and some thought needs to be taken);
Comodore declared war.... on 2metraninja? We then sold 2metra feudalism relatively cheap.
We took Horizon with no losses!!! because Jowy walked away. Trying to figure how to kill the roads to it.
Cornflakes has a REALLY large force near SWAT - 8 HA, 7 catapults, 7 axes, 5 maces. It might be stronger than what Jowy threw at us, I dunno. I'm going to throw up walls and I upgraded some units, but if he attacks, I don't see how SWAT stands. We maybe should revisit the idea of attacking Jowy, at least until this group goes up after Azza. I don't think it makes SENSE for him to attack us, but I doubt it'll be the dumbest thing I see in this game. I think, actually, we'll go walls->castle.
more pics and thoughts later. I am now pretty worried. I think our builds have to flow east, not west, which probably saves Jowy's butt.

I haven't ended turn. I hate this situation - I THINK that Cornflakes is going to head north and finish off azza, but that's a big freaking stack right near our land. Course, he's not trying to hide it, either - I dunno. I'm sending over the chariot I just made, which has sentry, to help us keep track. I'll bring the Dog back for an upgrade to Mace.

Fortunately, we get several turns notice if cornflakes is coming after us. I mean, the HA could 1 turn us, but they would all die fruitlessly, probably without killing anything. The cats are multiple turns away.
I think i'm going to go walls->Castle here, and let MASH support it with units.

Commobrick picked off one of metraninja's cities. I wonder if their strategy is to attack, take a city, get peace, repeat.
They have 2 cities on Lake Superior that I'd love to boat...

so, lurker question:
Say I wanted to attack commodore/brick this turn. I have the first half of the turn with Jowy, but they have the first half of the turn with 2metra. if I attack before them (I honestly don't know which would be the double move), would the order have to be:
Me
Commodore
2metra
With jowy playing anytime after me?

oh hey - sorry I didnt' get a shot of Horizon.
We got it at size 2, with a granary intact (yay!) and with 3 turns of anarchy. I set it to culture to get a border pop fast - dunno after that. And we have incense, too.

so, galleys:
I'm kind of leaning towards creating 2 and upgrading it along with a land unit, for a couple of reasons:
1) A land unit with a GG is going to be more generally useful - see more combat, get more promotions
2) It hides the fact that we have fast moving galleys
to that, my thoughts are that we switch to theocracy only and create two galleys - stay in bureau, cause bureau is awesome for us, plus hides what we are doing with the galleys.
We make 2, one in NCIS and one in LA Law.
1st turn, they go in and drop off 4 units. The 3rd galley we have follows up with 2 more to either reinforce or to take noveria.
