If CFC started spending EP against us, would that put them in breach of the NAP?

We have some sort of EP agreement with them but I forget exactly.

It could just be that they are accumulating more EPs total, which would drive up the cost for any missions. Like someone said upthread, we can check from F4 the exact number of EPs they have against us, and on the Espionage screen, we can check what our percentages are for total EP spending

If CFC is spending espionage points on us, that has to be addressed.
Completed: SG2-Wonders or Else!; SG3-Monarch Can't Hold Me; WW3-Surviving Wolf; PBEM3-Replacement for Timmy of Khmer; PBEM11-Screwed Up Huayna Capac of Zulu; PBEM19-GES, Roland & Friends (Mansa of Egypt); SG4-Immortality Scares Me

Only insofar if they pass us, really. Lets get some more data first.

Noted down current EPs with each opponent. Couldn't see any changes in their EP spending with us, so it probably relates to them generating more EP overall. Will confirm next turn.

I have confirmed that the Germans know Iron Working. That's good news for us, them knowing HBR would be more dangerous.

Univers most recent city - Epsilum - was just whipped from size 3 to size 2. It is likely located 3S2E of Tuveudurhum, or 3N1E of CFC's city Baraha (their marble city). Ie, CFC and Univers are starting to get border tensions.

Good.
Merovech's Mapmaking Guidelines:
0. Player Requests: The player's requests take precedence, even if they contradict the following guidelines.

1. Balance: The map must be balanced, both in regards to land quality and availability and in regards to special civilization features. A map may be wonderfully unique and surprising, but, if it is unbalanced, the game will suffer and the player's enjoyment will not be as high as it could be.

2. Identity and Enjoyment: The map should be interesting to play at all levels, from city placement and management to the border-created interactions between civilizations, and should include varied terrain. Flavor should enhance the inherent pleasure resulting from the underlying tile arrangements. The map should not be exceedingly lush, but it is better to err on the lush side than on the poor side when placing terrain.

3. Feel (Avoiding Gimmicks): The map should not be overwhelmed or dominated by the mapmaker's flavor. Embellishment of the map through the use of special improvements, barbarian units, and abnormal terrain can enhance the identity and enjoyment of the map, but should take a backseat to the more normal aspects of the map. The game should usually not revolve around the flavor, but merely be accented by it.

4. Realism: Where possible, the terrain of the map should be realistic. Jungles on desert tiles, or even next to desert tiles, should therefore have a very specific reason for existing. Rivers should run downhill or across level ground into bodies of water. Irrigated terrain should have a higher grassland to plains ratio than dry terrain. Mountain chains should cast rain shadows. Islands, mountains, and peninsulas should follow logical plate tectonics.

The Germans did a 4-pop whip of the city of Wesselburen, going from 31 to 151 hammers invested. Probably a market whip.

I have no idea why the German team hasn't adopted OR and a religon, and started to spread it around some. They have no less than four religions present in their cities available to choose from (Hinduism in their capital, Buddhism in Wien, Christianity in Worms, and Taoism in Westheim).

Main new thing was that CivFr now has researched Printing Press. I think Univers also has researched tech, either a classical or a medieval one.

WPC has edged up in power, and I think they are #2 after us right now, but the difference between them, CFC, and the Germans is quite small.
