My thinking generally is that if we need to make a decision and we are biased, the default action should be to rerandomize after making the decision. That would include turn order too since that differentiates our positions, but I suppose it doesn't need to include the leaders/civs. (Although I can't say I'm a fan of the set.)
On the other hand, I don't care much about it in this case.

I have a suggestion about the starts: how about we do scouts-start-on-a-different-tile-than-the-settler, like in a standard single player game? Then we'll all start with a few more tiles revealed, in a natural way.
The script has this as an option, but the technical aspects are a bit more complicated. The issue is it only works for human players, so it's not an option if we are creating a single player map first and then editing in scouts for everyone and loading it as a PBEM scenario. So here's what Brick would need to do: instead of placing the scout on the settler's tile, choose a random land tile in the BFC of the settler, excluding the settler tile itself, mountains, and tiles on a separate landmass. Put the scout there instead. This would exactly mimic BTS's unit placement.

Rerolling and filtering leaders will require much more time than rerolling a map with the existing leader set.

I'm OK with a randomization of where the scout starts.

Thank you! I'm really grateful for the work you and other lurkers put into the first map, Ceiliazul. It's great how easily one can get a high-quality game setup provided by lurkers on this site.
