Are they talking nomads? That's the only approach I can think of as for a civilization that is unique and believable.
Unless you want to take the mentioned Alpha Centauri races, then go ahead!

although Pueblo Indians being able to build improvements on mountains has been discussed.

Perhaps Venice can sport 2 boats per tile instead of one? o.O

Stalin bothers me not because "oh, folks told me to dislike him," but because his regime killed the families of people I know.

On the one hand, in a game with multiple leaders per civ, you can always choose *not* to play the people that make you uncomfortable ...

however on the other hand, I agree that *officially* adding in leaders who would cause people pain or anguish would lead to lower sales, and perhaps even run into ethical problems as well.

For historical purposes, I would think having Hitler as a German leader would be almost as bad as having Jefferson Davis as an American leader. I say almost as bad rather than worse than because, from a historical perspective at least, Hitler as German leader would be more accurate. Still, I think having Jefferson Davis as an American leader (American Empire) would make more sense than adding a second American Empire called the 'Confederate American Empire' or some such.

Just as bad if they used different language and Had United States of America and Confederate States of America ... its just too redundant. Have one America, and add both Union and Confederate leaders tongue

Perhaps this is at least politically incorrect because the south was never intending to control the north, but for a game as large as Civilization I could see that aspect being handwaved.

IF the german reich had lasted a few hundred years then Id think the German people would have been more pervaded by Naziism, but as it is I think the Nazis were not in power long enough to permanently change the German way of thinking. If its just denial then ffs ... but as far as Empires go, yes the Nazi Empire was laughably brief. Whereas American presidencies are usually 4-8 years anyways.)

Examples:

Germany, Hitler focused on military build up and land based expansion built through conquest. After the war was lost, you see, among other things, a severe lack of Jingoistic political goals.

America, Jefferson Davis et al wanted increased states rights, and part of that reasoning was so that the Slave States could have more power and continue to be slave states without any interference or regulation from the north. Without the split and the war, slavery may have continued for several decades ... however due to the war, Lincoln immediately freed the slaves (from only the rebelling states) in order to *punish* the rebels. Additionally, by risking war and losing, the Southern politicians lost all influence in the Senate and House of Representatives, allowing the Federal government to take away a majority of the states rights at that time. It was this newly centralised post-war government that allowed for the formation of the USA everyone knows today.

Did you see the new Morroco civ, T-Hawk? It has an unique improvement that gives +1 food, +1 prod and +1 gold and can only be built on desert. Add petra to this and it can be really fun! 2, 4, 2 tiles (+1 faith) FTW!

Ah, and it gives defense like a fort too.

Well, assuming it's exclusive with other improvements as usual, that's actually not better than a farmed hill, 3-3-1 with Petra or 2-2-0 without. It would be better than a mined hill pre-Chemistry and just about on par after (by that late 1F no longer dominates 1H and they're about equal.)

Merovech's Mapmaking Guidelines:
0. Player Requests: The player's requests take precedence, even if they contradict the following guidelines.

1. Balance: The map must be balanced, both in regards to land quality and availability and in regards to special civilization features. A map may be wonderfully unique and surprising, but, if it is unbalanced, the game will suffer and the player's enjoyment will not be as high as it could be.

2. Identity and Enjoyment: The map should be interesting to play at all levels, from city placement and management to the border-created interactions between civilizations, and should include varied terrain. Flavor should enhance the inherent pleasure resulting from the underlying tile arrangements. The map should not be exceedingly lush, but it is better to err on the lush side than on the poor side when placing terrain.

3. Feel (Avoiding Gimmicks): The map should not be overwhelmed or dominated by the mapmaker's flavor. Embellishment of the map through the use of special improvements, barbarian units, and abnormal terrain can enhance the identity and enjoyment of the map, but should take a backseat to the more normal aspects of the map. The game should usually not revolve around the flavor, but merely be accented by it.

4. Realism: Where possible, the terrain of the map should be realistic. Jungles on desert tiles, or even next to desert tiles, should therefore have a very specific reason for existing. Rivers should run downhill or across level ground into bodies of water. Irrigated terrain should have a higher grassland to plains ratio than dry terrain. Mountain chains should cast rain shadows. Islands, mountains, and peninsulas should follow logical plate tectonics.

well only 2-3 times as long as Jefferson Davis wink. Anyway the confederate states only existed for 4 years, Germany has a lot longer history, so I don't think the comparison is apt at all. Hitler was in power longer than some of the leaders already in Civ 4, anyway (Washington, Churchill and Lincoln at least, I'm sure there are more).
