Agree with Novice's setup, though possibly with running an artist instead of one of the priests? (One priest is worthwhile since it triggers the org rel+forge bonus.)
Fourth-ring borders is good here, since it will increase the cultural pressure on the stupid CFC border city and secure us a spot to the east of that small sea, if we want one. The latter requires the other teams to be tardy, but tardiness in settling "secure" spots seems to be a theme for many teams here, and now CFC and WPC are about to go to war too.

With the recent deterioration of relations with CFC, I agree that an artist is a good idea. Or more than one if we have slots.

If we declare on T175 to keep CFC honest, can we just bulldoze that city and pullback to our territory?

I think I'd rather keep the city, or raze and re-settle.
Both Starfall and Eastern Dealers should be up to fourth-ring borders by then, so we should have cultural control of the entire area, even more so since Astan has hardly had any culture generation to speak of. It will allow us to claim all the wines resources that CFC owns, which should mean a noticeable happy hit (loss of spices and wines). The city also fits very nicely into our dotmap, and makes for a nice shortened front for us, IMO more than making up for the poor defensive location of the city.

With CFC and the Spaniards at war, the turn timer should go down to 36 hrs - right? I would wait and see what happens this turn and then push for it to be changed (as per admin instructions) next turn.
I have finally decided to put down some cash and register a website. It is www.ruffhi.com. Now I remain free to move the hosting options without having to change the name of the site.

We have seven slots right now (1 engineer, 2 scientists, 2 artist, and 2 priest).

2H from engineer
1H or 2H from priests
The city will expand to fourth-ring borders in 27t without an artist, in 20t with one, and 15t with two. I think we should use one priest to hit 6Hpt (for 9Hpt into the market/courthouse), and the engineer is a given. So the question is if we want to use two scientists and an artist, or one scientist and two artists.

Good comments everyone, thanks for your input. Let me run through a couple of these issues.
Here's Simple Life after drafting a mace this turn. We are actually very close to hitting the 2 pop threshold for that forge whip, and because we made the decision to double draft here a little while back, we kind of need the next whip to go into that forge, not a knight. The city can only grow to size 7 at present (we get to size 8 because of the extra military police unit). I believe that we should whip a forge over a knight here, barring some drastic last minute need for a unit.
I believe that this is novice's recommendation for Eastern Dealers, and it looks pretty solid to me. I do not advise running Artist specialists here; CFC has way too much culture in their border city for Artists to have any effect at shifting the current border, and even if we push up to 500 culture, we'll hit Turn 175 before that can have any real effect. Given our awful maintenance costs, the +1 gold from the Priest is a lot more useful, and of course +1 production speeds along that desperately needed courthouse.

It sure doesn't look like CFC and Apolyton are using their chariots to watch our army for the Germans. Their units have moved away from the battlefield and don't see anything of importance. We actually still have a very good chance to keep our army hidden from the Germans right up until the moment of attack.
Any objections to the 3 pop settler whip in French Riviera for our silver location? I'm assuming everyone agrees with that plan because I heard no objections.

On reflection, I think you guys are correct with the assignment at eastern dealers and I support the city configuration in Sullla's post.
