We're building frigates in landlocked cities and sending them through a hundred canal locks into Commodore's face.

Pretty much yes. Our canal system is way, way awesome right now.

Rheims' old garrison had been stranded for some time while we did our failed galleon push earlier. And then when we hit Chemistry there wasn't time to get a new galleon out - it was all frigates. Well, with the survivors of our galleon fleet retreated, we had time to finally pick them up.
We scored our first frigate kill - this time the galleon that was used to soften up did it's job, and hit just once on his frigate. Once was enough to bring the odds from 50% to 70%, and our frigate won the battle to clean up.
He's a little wounded, but he also is at 5xp now, which is a big advantage we have over Commodore's frigates. Our boats are coming off the line with 2xp thanks to Theocracy. Commodore's are all without promotion. This could be something that shifts the tides in the battle for the seas.
After that, it was time for the whip frenzy that scooter posted already. EVERY city but 3 were whipped: Skippers is just awful without food, 5 Guys will be whipped next turn, and I'm not desperate enough yet to whip our HE city when it can 2-turn Frigates on its own.
Next turn we'll upgrade the whipped caravels to frigates at a cost of 110g each.
Here's how I've prepared the land defenses
There are 23 units in Dominos, so I don't think he can boat it. And if he lands troops then we'll have 30 knights plus assorted that can attack whatever he dropps off. One thing we are missing is catapults. KFC and Burgerville are going to be on pure cat duty for a while, and the five dozen we have are moving north, although I should have started that last turn.

You Boat Your Ass, It's Awesome
I chatted with scooter and we decided it was best to move the galleons to the middle and strike out from whatever option we want. If Commodore moves his galleons north to swing around, we could potentially pick up 30 knights and race through with frigate support to land on his mainland and raze as much as we can. One thing I've noticed is Commodore hasn't built any privateers since we started the war. We will want to if we push to attack Commodore - the sentry promotion alone will be worth it.
And we're also pushing in the south. Here's where the promotion advantage is going to help: 4 of our frigates vs 3 of his, and we will have enough overflow to 1-turn a frigate out of Culver's next turn as well

Privateers are faster than frigates. I think they are move 6 vs move 4.

No, 4 moves on both. Just played a SP game with them (where I got the harbor quest for free Nav1 + magellan on a water map)

Yeah you're right. I mixed up the strength and movement speed. Might have been remembering that from a viking circumnavigation game.
