Well I think the highways are fairly well-behaved. I'll put in a vote for the guys who think that a yellow light means "speed up" and a red light means "ok, just a few more then, and feel free to block the intersection".

The guys I find irritating are the smokers who think the world is their ashtray. Flicking the ashes out the window is mildly annoying; flicking the butt out the window is just rude.

Where I live (West US), flicking butts is a great way to start a fire. Unfortunately people still do it.
