The capital is size 15, growing to size 16. There are only two tiles left to grow onto: both plains hill mines. I suppose that we could draft away that pop point, but at size 16 it feels like a waste to me, especially given our many small cities with no infrastructure that can easily be drafted. I guess I should have posted a picture of the capital, it makes more sense when seen in practice.
We have few trade routes because there are only two teams left in the game who have Open Borders with us: CFC (due to our NAP deal in the past) and WPC (who contribute little). Let's see how things improve when we plant the second offshore island city next turn. I'm hesitant to plant more cities in the polar islands at the moment because they are very marginal locations and we have such a huge number of cities to integrate in the German lands. Seriously, we'll have 35 cities after capturing Westheim and planting the offshore ice city next turn. Our closest rivals have 20 cities. Yes, the disparity in number of cities is that enormous. Now does everyone understand why they all hate us and are crapping their pants every time they open the diplo screen?
I am curious too about how people feel about those plain hills at the capital. I feel that without them we will take forever to build anything there. Also, isn't it that past a certain size even plain hill mines are better than whipping?
The other idea I want to mention is: would it be worth to try to build Oxford in the former German capital? There is an academy in there already. Will it take too long? Kalin
Oxford does not synergize with an academy, they are additive. It synergizes with commerce and scientists. AO should still have better cottages.
IMPORTANT: CFC already sees the barb city borders. It may be smart to see what happens with the NAP negotiations before we do anything to it.

Right, the 3rd and 4th island cities will absolutely suck, but if they, for example, add 1c each to all our coastal cities due to the Great lighthouse, then that would make those junk cities worth... 13 commerce each across our mainland cities, if my mental map doesn't fail me. That makes them worth settling even if they never produce anything of value.
We should build oxford wherever we have the most commerce and can build it reasonably quickly when it becomes available. The presence of an academy shouldn't shift the equation one way or another, except insofar as we try to get as much commerce into the academy city as we can because of the academy.
I wouldn't say anything to CFC about the barb city and we should burn it unless they specifically ask us not to. If they do ask us not to, then we can consider whether or not we want to do them a favor. The decision to leave the city for them can be an expedient measure during NAP negotiations, or a matter of no consequence to us, or out of the kindness of our (three sizes too small) heart. But I'd vote burn it if we can, unless they ask us not to, and then probably burn it anyway before we give them a response if the timing works out for that result.

I don't think this helps us secure the NAP. We have 15 cities more than our nearest competitor. Surely the NAP would get us closer to a victory than burning this city. If negotiations fail, sure, burn this. Let's not jeopardize our chance at a victory over this.
