YES, agree with Apolyton for anything that reduces our exposure to spy missions. Do it yesterday.

So we should aim to be first on the turn order to do this, right? We can still get our instant drafts out and in play during our turn, we'd just lose out on EoT naturally produced units when defending in our cities. Given the choice, we have to do everything we can to minimize the possibility of losing the draft. I went ahead and sent that official proposal to Apolyton, incorporating a tweak similar to what Boldly suggested about tying up the obvious loophole:
